Depending on how your plumbing is setup you could have a check valve at the water inlets and also in certain spots throughout the system. On my dad's fifth wheel he has specific valves he has to shut off or on depending on whether he's using city water or holding tank water.

If nothing there's probably a shut off valve somewhere on the water line preventing flow and cause the unit to not kick on. I recommend removing the access panel to access the hose which travels from your inlet to the fresh water tank. You wouldn't find exposed wire to test the voltage on the Fogatti RV Tankless Water Heater # LSB64FR, and would instead just poke into the wire casing with your test lead and then cover the hole with some electrical tape after you're done.
